(Distinguished Guests, Teachers, Parents and Students) On behalf of all Bowenians and staff, I would like to welcome you to Bowen Secondary School’s official launch of the 18th Project CABIN. It is our privilege and honour to have Minister grace this occasion as our Guest-of-Honour as we launch Mosaic TGC or Teens Generation Club, the name of Bowen’s Project CABIN.
Why MosaicTGC ? Mosaic comprises a myriad of diverse pieces, in different colours and shapes, coming together to form a composite picture. In MosaicTGC, each piece signifies the individual CABIN Bowenian, each unique and possessing the potential to contribute to the CABIN and school in their own ways. Together, they make up the CABIN’s rich mosaic of personalities and talents. At MosaicTGC, our students have forged such close camaraderie that, as the saying goes, “it is so easy to smile in the company of friends”. MosaicTGC thus underlines our commitment in making Bowen Secondary School an inviting school where students have a deep sense of pride and belonging to.
Bowen Secondary School was established in 1982. Last year, we commemorated our school’s 25th anniversary and paid tribute to past school leaders who had contributed to Bowen’s progress. We started our humble beginnings on Ang Mo Kio Avenue 3 in 1982. 26 years later, I am pleased to share that our school has made good progress. In the academic area, our Sec One PSLE cut-off entry point has improved significantly for the Express Stream, from an aggregate score of 211 in 2005 to 222 in 2008, a jump of 11 points in four years. The PSLE mean score has also moved up, from 221 in 2005 to 227 in 2008.
Our students are also doing well in the CCAs, in particular the Performing Arts. Our school is the North 1 Cluster Centre of Excellence for the Performing Arts. We have also applied to the Ministry of Education for Niche Status for two Performing Arts groups. In addition, we have committed ourselves to grow our sporting games, such as badminton and table tennis. We have also put in place various programmes to cater to the learning needs of our students across abilities and streams, such as character and leadership development, social and emotional learning, and international education.
Project CABIN is one such example which we embarked on in January 2007. We recognised then that there was a need to provide a positive environment for our students to hang out after school hours, other than places like shopping malls, void decks or LAN shops. Through this provision, we hope to inculcate in our students social and emotional competencies by getting them involved in meaningful programmes and activities.
An example is the Bully Free Campaign during which our CABIN members served as Bully Free ambassadors. The student ambassadors, under the guidance of CABIN teachers, put up a drama performance for the Secondary 1 cohort during assembly. The performance depicted the various forms of bullying and the different ways of managing bullying behaviour from the perspectives of a victim, bystander and bully. In addition, the student ambassadors also took the lead by setting up a pledging booth and inviting fellow Bowenians to pen down their thoughts on promoting a bully-free environment in Bowen.
Feedback on the Bully Free Campaign was favourable. One teacher shared that she had observed less verbal bullying in her class as the students did not call one another names as often as they did before. CABIN members could thus appreciate that as a group, they can play a role in moulding the kind of school environment they would like to have in Bowen.
The CABIN Club strength now stands at about 32, of whom 15 are core members. There is an even proportion of Lower and Upper Sec members in the CABIN. Despite the modest membership, I am proud of what our CABIN members have achieved so far. The launch of Mosaic TGC is a testimony of the students’ deep sense of ownership and pride in being members of the CABIN. As Henry Ford said, “Whether you think that you can, or that you can’t, you are usually right”. Today, as part of the launch event, the CABIN members will present to you their months of hard work that epitomise the school’s motto: that if they believe they can do it, they will.
Going forward, our school is committed to ensuring that Mosaic TGC will continue to enable our students to make a positive impact on the schooling experience of Bowenians. Towards this end, we will look into four aspects:
Extending the outreach of Mosaic TGC to a greater segment of the student population so that more will come to know of the good work that the CABIN members have done for Bowenians. Our Mosaic TGC members will thus play a more proactive role to promote the CABIN to the wider student population.
Providing support and resources. We will continue to fund Mosaic TGC, such as learning resources and programmes for Club members, including overseas learning journeys. We have approved an overseas learning journey to Hong Kong in November this year to provide outstanding CABIN members the opportunity for international exposure and cultural exchange.
Promoting greater partnership between Mosaic TGC and other CCAs and external organisations, so as to tap on the benefits of synergistic relationships that accrue to students’ holistic development.
Finally, incorporating values-based learning championed by Mosaic TGC, such as anti-bullying messages, into our Character Education programme so as to promulgate such meaningful learning to all students.
To MosaicTGC members, as you strive to scale the next peak of excellence, aim for success, not perfection. As someone once said, “Never give up your right to be wrong, because then you will lose the ability to learn new things and move forward with your life”. I would thus like all of you to continue to learn and grow, so that you develop to be more effective, more fulfilling and more holistic individuals. Do not fear mistakes, because mistakes and the learning that comes with it make you an even more effective person. 11 To conclude, I would like to thank our partner, the Singapore Children’s Society, for the close working relationship and support since the inception of Project CABIN in Bowen. I would also like to thank our CABIN teachers for their steadfast support and the guidance given to the members, especially for today’s launch.
Finally, I would like to thank our Guest-of-Honour, Dr. Vivian Balakrishnan, distinguished guests and parents for gracing this occasion. Your presence means so much to our students. Thank you.

Honoured Guests, Teachers and Students

I am delighted to be here at the launch of this collaborative project between Bowen Secondary School and the Singapore Children’s Society (SCS).
Education is the key enabler of progress for us as a nation and social mobility. It is the most precious asset we can give our children. However, education goes beyond textbook knowledge. Our children must witness positive values in action and lead full lives.
Teenagers today face many challenges and potential problems. I know that the SCS has the passion and expertise to help children and youths in Singapore overcome these challenges. This is evident in the way SCS has managed Sunbeam Place, a residential Home for children and youth under 16 years old, that is gazetted as a “place of safety”, which I had the pleasure of visiting recently.
In 2000, MCYS first developed the Standards of Care for Children and Young Persons Homes. We formulated these standards by benchmarking against the best run Homes in the world and consulting our community partners.
I am happy to announce that all our Children’s Homes have generally been able to achieve these Standards. At this year’s Budget Debate, I announced my Ministry’s plans to license non-gazetted Homes, and enhance the regulations governing gazetted Homes. This will ensure that our Children’s Homes remain vigilant in safeguarding and promoting our children’s best interests.
SCS is also one of several key providers of programmes for youth at-risk, including those deemed to be beyond parental control. SCS has shared it experience with my staff as we reviewed the Children and Young Persons Act, the legislation stipulating the delivery of statutory intervention for children and young persons in need of protection and rehabilitation.
We are therefore confident that SCS will bring to this 18th Project CABIN, the same passion and commitment it has displayed in its other endeavours. Project CABIN started in 1994 with the aim to provide a warm and relaxed environment in schools, help youths achieve their full potential and develop leadership and social skills. In so doing, also prevent students from dropping out of school.
Project CABIN at Bowen Secondary School has adopted the name “MosaicTGC”. I understand that “TGC” stands for Teens Generation Club, where I hear, fun and interesting after-school programmes, such as sushi making classes will be delivered. A proposed challenge is for “MosaicTGC” CABIN club members to also initiate projects that can benefit your school’s many neighbours, including a Children’s Home and a community hospital.
Fun activities aside, SCS also launched a structured programme in 2006 under Project CABIN, called “YOU CAN”, an acronym for “Youth Opening UndisCovered Abilities through educatioN”. It aims to reduce the number of school dropouts through raising youths’ self-esteem, self-awareness and self-confidence, and by helping students realise the importance of education. In partnership with the schools’ full-time counsellors, CABIN staff have worked across 10 schools with 51 students identified to be at high risk of dropping out of school. I understand that all 51 students are still schooling now, signifying a 100% success rate.
SCS staff have shared with me the story of a 16 year-old youth with multiple piercings and dyed hair. He was not interested in studying. After attending “YOU CAN”, this youth is now making good progress and mentioned in this testimony that “if not for this programme, I will fail my exams and quit school and then fail in life.” This kind of transformation would not have been possible without the CABIN staff going the extra mile to make a difference in the lives of these youths they encounter. This success bodes well for the future of our youths.
I would like to end by saying that I am certain Project Cabin by SCS will make a positive impact on the students of Bowen Secondary School. I wish MosaicTGC and the school all the best. Thank you.

Helping mentally ill find jobs

Was at a shopping mall on Sunday, and saw a woman who is about as old as my mom, approaching strangers asking for money, she would come very close to you, hold your hand and speak in a low voice : 'give me $20' and just LOOK at you…she came to me once (about half a year ago) and did what I just described.

I was really quite shocked as I was crossing the road and she appeared out of nowhere in the crowd, I recovered and said : ' $20 don't have, $2?' cos I think she has problems and probably needs $ but $20 is too much to give. She actually stopped and muttered something and walked away.

Later that day, I came across an article on Straits Times online, it is about people with mental health conditions finding it difficult to find jobs…

The economy is bad, lesser jobs, companies either reducing in size or asking workers to leave; not sure whether are anyone's parents affected?

The article went on to say that it is hard for people who to get jobs and even harder for those with mental health conditions, but 3 companies have come together to look for companies who can hire people with mental health conditions.

IMH will start first : suitable patients will go for 3 months of training and they can start work at Secret Recipe café and get to earn $3 an hour.

Think it is a great idea, as they need to support themselves, just like teachers and your parents… hopefully the $20 auntie can receive help and have a job whereby she can not only earn $, but also a better sense of sense-worth?
